Have here a story where a dog is keeping other people from getting mail in the neighborhood. What is going on?

Thoughts:
1. This is ridiculous. How in 2022 can someone who isn’t taking care of their dog to the point where MAIL DELIVERY IS STOPPED FOR A MONTH! Be allowed to continue this?
2. Can you imagine that we live in a world like this? We have this person actively keeping others from getting their mail, and animal protection says, we need many statements so that the city prosecutor could “possibly” result in the dog being removed from the home.
3. The owner of the dog is a renter. This…this is what gives all renters bad names…99% of renters take care of the property they rent and then you have this one.
4. Vigilante justice is wrong. And so, in this case, no one in the neighborhood can do anything…they just sit around and wait for the authorities to come to their defense. But nothing. You kill the dog, you’re a bad person. You confront the neighbor, you are a a bad person. It’s like the owner of the dog has more rights than anyone in a neighborhood. Which is crazy!
5. I love dogs. I don’t want anything to happen to the dog, I don’t want anything to happen to the owners of the dog. However, neighbors have the right to quiet enjoyment of their own property. That means that they have a reasonable expectation that they can receive their mail.
6. Are there not leash laws in the municipality where this is? This is what I’ve noticed in my time on the planet. There can be law after law, regulation after regulation, and yet, just because there is a law, it doesn’t mean that people will follow them. Is the owner of the dog just practicing civil disobedience? Do they feel that the laws that require you to keep your dog on a leash are unjust and therefore should not be followed? Is it ok then?
7. Some people shouldn’t be pet owners. They can hardly take care of themselves, and then they get a pet. How can you tell if you shouldn’t be a pet owner? When your neighbors can’t get mail because the post office worker is afraid to deliver mail to your entire NEIGHBORHOOD because they are afraid your dog is going to bite them as it is chasing them down the street. That’s the line. That’s when you know it is you. You are the problem.
